NPA and its team of consultants, including architects, planners and real estate experts, conducted a Highest & Best Use Study of the land available for future development at the Suitland Federal Center in Suitland, MD. The study looks at the existing SFC Master Plan dating from 2002 and existing zoning ordinances and planning initiatives. Based on market analyses, evaluation of existing site conditions, and on and off-site infrastructure capacity, several development scenarios were developed with the Master Plan as the minimum development scenario.
A Cost Benefit Analysis was conducted for five different Options using development densities based on the Master Plan and on doubling the population proposed in the Master Plan. Alternative scenarios included land banking, 10 and 20 year buildout options.
